Perfect Order vs Pitch Black vs Chaos Rising: Which to Open
Three English sets, one price, one set of odds. What separates them is how many cards in each are worth more than the pack you opened, and Perfect Order has the most that are worth two.

Perfect Order vs Pitch Black vs Chaos Rising comes down to card prices, not odds: the three English sets pull at the same TCGplayer rates, and a loose pack of each cost $5.60 to $5.79 on October 26, 2026. Open Perfect Order. An estimated 1 pack in 36 holds a card worth two packs, against about 1 in 75 for the other two.
If all three are on the shelf at the same price, that's the one difference you're buying. We ranked the sets by the chance a pack holds a card worth at least two packs at TCGplayer's market price, then checked the result against a looser line, a card worth more than one pack. On average hit value per pack Pitch Black leads instead, and we say below why we don't rank on it.
Same odds, same price, so the cards decide
TCGplayer's Authentication Center counted more than 3,500 Perfect Order packs, 4,000 Pitch Black and 8,500 Chaos Rising. Every gap between two of these sets is smaller than the margin TCGplayer gives either one: a Special Illustration Rare (SIR) comes in 1.23%, 1.25% and 1.21% of packs, an Illustration Rare in 10.66% to 11.20%. The sealed prices match too.
| Rank | Set (English, release) | Loose pack, Oct 26 | Booster box, per pack | Card worth more than a pack | Card worth two packs |
|---|---|---|---|---|---|
| 1 | Perfect Order (Mar 27, 2026) | $5.79 | $4.82 | 1 in 31 | 1 in 36 |
| 2 | Pitch Black (Jul 17, 2026) | $5.74 | $5.02 | 1 in 27 | 1 in 75 |
| 3 | Chaos Rising (May 22, 2026) | $5.60 | $5.09 | 1 in 57 | 1 in 76 |
Pack and box prices are TCGplayer market prices read October 26; a box holds 36 packs, per Pokémon's product pages. Elite Trainer Boxes ran $70.22 to $71.06, about $7.80 to $7.90 a pack, the same in all three.

How we got the odds: hits land in two places in these packs, Ultra Rares and Double Rares in the Rare slot, Illustration Rares and SIRs in the second reverse holo slot. TCGplayer assumes "an equal population of each card at that rarity", so the share of a rarity worth more than the line times its rate gives each slot's chance. We treated the two slots as independent. Card prices are Near Mint English market prices from TCGplayer, read one card at a time on the morning of October 26. Double Rares never count: the dearest of all three sets was $2.02.
These odds are estimates, not counts. Carried through TCGplayer's margins, Perfect Order's 1 in 36 could sit anywhere from about 1 in 30 to 1 in 45, and Pitch Black's 1 in 75 from about 1 in 57 to 1 in 109. Perfect Order's worst case still beats the best case for either of the other two (Chaos Rising's is about 1 in 62).
Perfect Order's 1 in 36 beats 1 in 75, set by set
Ranked by the two-pack line first, the one-pack line second. Pitch Black and Chaos Rising sit 1 apart on the first, so the second decides their order.
Average hit value per pack ranks them differently. At October 26 prices a Pitch Black pack holds $1.46 of hit cards on average, Perfect Order $1.38 and Chaos Rising $1.20, the same order as our Pitch Black and Perfect Order set pages show, and 52% of Pitch Black's figure is its SIRs and Mega Hyper Rare, led by Mega Darkrai ex. An average spreads one $143.73 card across every pack; it doesn't say how often a pack pays, which is what the two-pack line measures.
1. Perfect Order: the most packs that pay double
Perfect Order is the only one of the three with cards below SIR worth two packs. Clefairy 094/088, an Illustration Rare, had a market price of $13.91, and Meowth ex 107/088, an Ultra Rare, $12.88. Those two lift the two-pack line from about 1 in 78 to 1 in 36.

The top end is the flattest of the three. Meowth ex 121/088, the priciest SIR at $85.03, is 34.2% of the six SIRs' value, and the other five have a $35.57 median; the cheapest, Jacinthe, was $20.77. It also had the cheapest booster box per pack, $173.54 for 36. The lead does rest on two cards with market prices of about $13 each, which is the weak spot in this pick.
2. Pitch Black: the most small wins
Pitch Black wins the looser line, narrowly. A pack beats its own $5.74 price 1 time in 27 on our read, because more of its Ultra Rares sit just above it: Misty's Vitality 111/084 at $9.49, Gwynn at $6.80 and the Ultra Rare Mega Darkrai ex at $6.36, plus the Slowbro Illustration Rare at $6.13. That edge hangs on cards priced within cents of the pack. Slowbro is 39 cents over, and the Ultra Rare Mega Zeraora ex at $5.71 is 3 cents under. With Zeraora over the line it's about 1 in 24; with Slowbro under it, about 1 in 37, behind Perfect Order's 1 in 31. None reaches two packs, so above $11.48 only the SIRs and the Mega Hyper Rare are left.
Those SIRs are top-heavy. Mega Darkrai ex 116/084 had a $143.73 market price, 46.1% of the six together; the other five have a $29.99 median. If Darkrai is the card you want, this is the set, though not for its odds: you'd pull one specific SIR about once in 480 packs.

3. Chaos Rising: one Greninja and little else
Chaos Rising has the cheapest loose pack, $5.60, and on paper the best Mega Hyper Rare rate, 1 in 956, inside TCGplayer's margin like every other gap here. Below the SIRs, though, only the Ultra Rare Mega Greninja ex, at $8.65, beats a pack. Froakie, its best Illustration Rare, was $5.18. So a pack beats its own price about 1 time in 57, half as often as Pitch Black.
Its SIRs are the thinnest too. Mega Greninja ex 116/086 at $111.10 is 48.1% of the six, the other five have a $22.62 median, and Roxie's Performance at $15.69 is the cheapest SIR in any of the three sets. Chaos Rising is the set where we'd buy the card and skip the packs; the Chaos Rising chase cards list prices the Greninja line card by card.

Open Perfect Order, buy the Greninja
The call: open Perfect Order. At the same pack price and the same odds, it's the set where a pack most often turns up a card worth two packs, an estimated 1 in 36 against about 1 in 75, and its SIRs are the least lopsided. Pitch Black is a fair second if a card that covers the pack is enough, at about 1 in 27, or if you'd rather have the highest average hit value. Chaos Rising comes last for opening: buy Mega Greninja ex as a single, since at 1 in 496 packs for one specific SIR you'd spend far more than $111.10 chasing it.
What would change our mind: Clefairy 094/088 falling under two packs. Without it, Perfect Order's two-pack line drops to about 1 in 57, still ahead of 1 in 75 but no longer twice as good, and with Pitch Black's one-pack line a few cents from flipping either way, the pick would come down to which cards you'd rather pull. The booster box stays the cheapest way into any of them, $4.82 to $5.09 a pack, and our booster bundle vs booster box comparison has the per-pack math for every format. If you'd rather finish one of these sets than open it, the Pokémon master set cost prices all three card by card.
Where the sources disagree: hype and the price sheet
Buy Any Cards' recap of the three launches says Perfect Order "Didn't Have a 'Must Own' Chase Card" and that collectors "struggled to identify a single card that justified opening case after case of product." The numbers agree, and the missing chase card doesn't cost Perfect Order anything on our measure. Its top SIR is the smallest share of its six (34.2%), and its edge comes from two cheaper cards, Clefairy at $13.91 and the Meowth ex Ultra Rare at $12.88, sitting 11% to 20% above the $11.58 two-pack line.
None of these sources can tell you next month's prices. Our ranking runs on one morning's market, and TCGplayer's rates come from one opening per set, each with the margins above. The packs won't change and the prices will, so the 1 in 36 holds for October 26 prices only.
How collectors reacted: $6 Chaos Rising or $5 Pitch Black
In August, u/ncbraves93 asked r/pokemoncardcollectors "Pitch Black or Chaos Rising?" after two discount store stops: "…3 packs of Chaos Rising at $6 bucks per at Dollar General yesterday and walked next door to Family Dollar and found Pitch Black at $5 per." At those shelf prices the answer was the $5 pack. A Pitch Black pack beats $5 about 1 time in 22, and a Chaos Rising pack beats $6 about 1 time in 57. Later in the thread they wrote that they'd "already pulled one" in what they called the chase category, "although it's worth like $2" (1 point as of October 26). That's about what a typical Illustration Rare costs: the medians run $1.84 to $2.22.
u/Dengar96 answered the post directly (1 point as of October 26):
"If you like to open packs, buy whatever is cheap and available. full set lists are online and basically anything that isn't a SIR is dirt cheap from the last 3 sets that came out." On August 10, the last three main sets were these three, and the prices back them up. Of the 345 numbered cards in them that aren't SIRs or Mega Hyper Rares, 12 had a market price of $5 or more on October 26, and the dearest was Clefairy at $13.91. The "whatever is cheap" half holds while the packs cost the same. Once they don't, the cheaper pack wins, as it did on that August shelf.
u/May_like_Birb put the other honest answer in the same thread (1 point as of October 26): "choose the set which has the cards you like better." If that's Darkrai or Greninja, you've already picked, and the single is cheaper than the packs.
