Going by TCGplayer's 3,500+ packs, Perfect Order opens like the Mega Evolution sets before it: a Double Rare about 1 in 5 packs, an Illustration Rare about 1 in 9 and a Special Illustration Rare about 1 in 81, with no difference from Phantasmal Flames outside the margin of error. The Mega Zygarde ex Mega Hyper Rare is the outlier: 0.06% per pack with an interval wider than the rate, so treat 1 in 1786 as a rough order of size. A specific Special Illustration Rare is about 1 in 487 packs, so price that many packs against the single before you chase one named card.
The pull rates appear to be in line with Mega Evolution and Phantasmal Flame.
TCGplayer's Authentication Center opened more than 3,500 packs and measured, per pack: Double Rare 20.97%, Illustration Rare 11.20%, Ultra Rare 8.54%, Special Illustration Rare 1.23% and Mega Hyper Rare 0.06%. Each rate carries a 95% confidence interval, shown in the table above.
124 cards, printed out of 88, so 36 are secret rares: 11 Illustration Rares, 18 Ultra Rares, 6 Special Illustration Rares and 1 Mega Hyper Rare, per the official checklist.
TCGplayer measured 0.06% per pack, about 1 in 1786 packs, but with a 95% interval of ± 0.08% the true rate is very uncertain. It is the only Mega Hyper Rare in the set.
Nine booster packs; the Pokémon Center Elite Trainer Box has 11. Celadon Info lists the US MSRP of the standard box as $49.99; we found no sourced price for the Pokémon Center box.
Not measurably. TCGplayer found every difference inside its 95% confidence interval; for example Ultra Rares were 8.06% per pack in Phantasmal Flames and 8.54% in Perfect Order.
